When trying to add a Developer or Team Manager to a team you may come across an error that states "There are no more licenses available in this context" even if there are available licenses on the company level.
WHY?
This error occurs when trying to invite a user to a specific team whose training license count had been reached.
Note: This includes both enabled and invited users. But will not occur if the training license limit is set to "unlimited" or "disabled"
How to resolve this issue?
In order to fix this issue you will need to either allocate more training licenses to the team or invite the user to a different team.
